The Regulations require businesses with a turnover greater than £2 million, and that supply or import more than 50 tonnes of packaging a year, are required to register and fulfil an obligation for the recovery and recycling of an amount of packaging waste.
Businesses that are obligated must go through a data collation exercise in order to discover the weights and types of packaging they have supplied or imported during the previous year. Using this information a business can then calculate their obligation and how many tonnes of PRNs (Packaging Recovery Notes) of each different material type they are required to purchase in order to satisfy their obligation.
PRNs are created by accredited reprocessors, the materials types are specified as paper, glass, aluminium, steel, plastic, wood and general recycling.
An accredited reprocessor will calculate the amount of packaging waste they have reprocessed and issue the relevant amount of tonnage relating to the specific waste type.
These PRNs are then sold on the open market direct to obligated companies or compliance schemes, the reprocessor is obliged to inject all the revenue from the sale of PRNs to improve the reprocessing infrastructure, therefore, increasing the amount of waste recycled.
